Open a new image with the deminsions of your paper.  I am going to make a 4 x 6 photo mat.

*Pick your colors, lightest and darkest.
*Click on one of the colors in your materials pallet.
*Click on the gradient tab.
*Choose "Foreground-background" as your gradient
*Choose the first Style
*Angle should be 90 degrees
*Repeats should be approximately 90 or so depending on how big you want your corrugation to be.

Since this is for a photo mat, lets give it just a hint of an edge
Go to Image | canvas size.  We are going to increase the size of the canvas just a bit so that we can add an edge to give our mat a sense of realism.

Go to Effects | 3DEffects |  Drop Shadow.  Choose a small shadow that is not too dramatic.  Remember this is about the size of cardstock, so the shadow should be slight.  Use the settings in this screenshot or play around with your own.

Now you can make corrugated mats, tags, etc with no 3rd party filters!
